Issue Description
==================

JILS-43 implemented a JSON representation of issue pages.

Currently, and references to a user are simply by handle. Within the HTML pages this can
be configured to be translated into basic information about the user (a display name, URL
and a URL to their avatar).

It'd be good if user references within the JSON broke out in a similar manner
