Completely untested, but implemented in principle (and at a basic level).

Need to adjust to vet the request as the module will currently try to process an empty request.

Commit ba11d61 adjusts to ensure that required user data is supplied before attempting to create the user

The easiest way to test is probably going to be to add support the the VehMan Client Library, adjust VehManLegacy and then add a new user.
