Issue Description
==================

Once VEH-50 is implemented, it'd be good if there was an option for a user to request
generation of the report, followed by emailing a copy to an email address that they
specify.

This would allow the system to send the report directly to the insurer - the user would
then clearly not have had opportunity to tamper with the report (though they could, of
course, have tampered with the GPX file prior to import).
