Issue Description
==================

The changes made in VEH-11 work perfectly with Google charts.

However an issue encountered whilst implementing VEH-11 (gaps in the history need to be
null not 0) needs to be fixed in the pChart implementation. This may involve refactoring
the fix used in Google Charts to avoid duplication of code.
