DetailsSystem needs a better way of identifying which template to use for popup windows.

Many functions are shared between windows and template is currently quite muddled.

Bug Comments:

Added function add_opts_url to automatically add relevant options to a request URI.

All URLs need to be passed through this function.

Haven't implemented within menus yet, but support added in all forms, post processing and reports

Support added to menus.

Tested and working.

Template now checks for the Winpopup var in the URI and loads the relevant template if it is found.
