Issue Description
==================

Although issues with attachments correctly list and display them in the HTML views, the
JSON representation doesn't include them.

See VEH-18 for an example issue.

It _might_ simply be an issue in my personal fork, but might also affect the main
codebase, so will need to check

It looks like this is actually probably a caching issue when generating
projects.bentasker.co.uk. Going direct to JILS the field is correctly populated.

I'll make an amendment to the etag cachebuster string to force a repopulation and see how
it looks when the caches next attempt to revalidate

Forcing a cache revalidation seems to have done the trick, attachments is now correctly
populated in the JSON for VEH-18.

Closing as invalid.
