Don't appear to have implemented add vehicle functionality yet! Pretty key.

In fact, the UpdateVehicle call will create a new vehicle if necessary, but the user won't
currently be able to authenticate so some adjustment is needed.

Changing this FR to a bug and updating title

Untested commit 46b1e54 should resolve the issue. The Reg in the URL should be specified
as 6 0's (i.e. 000000).

Will need to update the client library

Realistically, this project's not going to see any further development (other than
possibly some bug fixes for anything new that's found).
