Issue Description
==================

Needs to be implemented in the API before this can be approached.

Would be good to have a core set of instructions that the API can tell VehManPi to execute
(such as updating config variables). The instructions would need to be predefined to
minimise the security implications.

Would mean that if the vehicle was stolen, the next time VehManPi contacts the API we
could set the following

- Allow Connectivity when moving = Yes
- Report Current Location = 10 minute intervals (VEHPI-14)

Or any other variable that might allow us to more easily recover the vehicle.
