Issue Description
==================

The system should record it's current state (i.e. is the vehicle moving, is it currently
attempting to submit a GPX file etc).

Need to design and create the table for this

Should include a timestamp of when that state was set - so for example if moving == 0 we
can quickly tell how long we believe the vehicle has been stationary
