utilities/telegraf-plugins#3: Implement support for cookie based auth

Currently the plugin requires HashedPassword authentication against Tor's control port.

Most users with a controlport active, though, probably use Cookie based auth.

In theory, it should just be a case of accepting a filename and reading that file, but I need to read up on the spec more to be sure.
