Description
Commit 042818f08a17fcfbfc077466b372cfd898cdde73 (View Commit) enabled cross-project linking when filters were active.

However, this seems to have led to link targets being re-encoded, so instead of a single link anchor we get something similar to the following

Will need to revert for the time being and then look at a fix

The revert has resolved the issue, will raise a new FR for the functionality which has been disabled (as no FR existed for the original implementation).
Raised JILS-20 for re-implementation of the removed functionality. Marking this bug as fixed
