MAILARCHIV-9: Blocking user NGR Coin

Blocking mails from ngrcoin@<Domain Hidden> (with name NGR Coin) due to anti-semitism without actually adding anything of value to threads.

Examples don't appear to have made it into the archives yet, but his pointless shit is pissing me off and I don't want it in my inbox. Emails have been sent into both Cyberpunks and the Cryptography list (though I doubt they'll make it through the moderation for the latter).

Mails from that address will no longer appear in the archives.
