Description
When in range of a Wireless access point, the system should connect and upload any cached GPX files. Suitable access points may be an Open WAP (though it should be possible to set a configuration variable to avoid connecting to these) or one which the system has access credentials for.

Prior to connecting, the system will need to check whether the vehicle is moving (as we don't want to upload when the AP is likely to go out of range).
