Description
Add a config option (and the relevant processing) to allow usernames to be translated to their stored name (if desired).

It should also be possible to override the values at Jiralist level (for example to make every instance of a user's name link to their profile on some other site).

This now largely implemented, though need to decide whether to include avatar support or not.

As the config options for avatars are clearly marked as not currently used, marking this as done - if/when avatar support is considered (most likely in JILS-8) a new FR can be raised for that.
