PHPCBA-1: Add ignore flag to specific files

There are occasionally files in PATH that we may not mind changing (for example, Siteground's backup mechanism writes to a log file in /usr/bin !)

Add the ability, on a per server basis to mark a file to be ignored even if it's hash does change.

Support for this will need adding in the client at some point, but for now can be manually updated once implemented.
