Description
Need to implement support for PHPCBA-1, first step being to correctly interpret the response, second being the ability to toggle the ignore flag for a given file.

Basic client support for the ignore flag was added back on 28 May - https://github.com/bentasker/PHPChangedBinaries/commit/8fd716b6f5dcd3a79bee6d9a59ad3da3a74d4057

That commit simply updated the reports to report correctly. Adding the ignore flag still requires manual actions as the API end.
